 Technical Assistance to the ‘AFIKEPO’ Nutrition Programme in Malawi

Brief description of the peroject:

 The purpose of the AFIKEPO Technical Assistance project is to provide technical support, guidance and facilitation through the Department of Nutrition, HIV and AIDS (DNHA) to achieve the technical and management oversight necessary to achieve the objectives and outcomes of AFIKEPO Nutrition Programme. This will be achieved by supporting relevant line ministries, training institutions and the 10 AFIKEPO districts to appraise, plan and implement activities in a qualitative manner, while maintaining a focus on good governance and support coordination and communication and operational research to the maximum extent possible.

AFIKEPO Nutrition Programme in Malawi is implemented in 10 selected districts of Chitipa, Karonga, Mzimba, Nkhata-bay, Kasungu, Nkhota-kota, Salima, Chiradzulu, Mulanje and Thyolo.

The results of the AFIKEPO TA project are fourfold, as follows:

  1. Result 1: Integrating nutrition into curricula of schools and training institutions;
  2. Result 2: Establishing a food and nutrition security information system at both national and district levels;
  3. Result 3: Strengthening the functional capacities of both the MNNC and the DNCCs; and
  4. Result 4: Informing national policies of evidence-based nutrition-sensitive strategies and nutrition regulatory frameworks through conducting operational research.

The AFIKEPO nutrition programme is part of a joint effort by the European Union and other development partners in the country, namely: USAID, World Bank and DFID.

Brief description of the assignment: 

The Junior Non-Key Experts (JNKEs) will work under the Human Dynamics – DAI technical assistance (TA) project whose purpose is to provide technical support, guidance and facilitation through the Department of Nutrition, HIV and AIDS (DNHA) to achieve the objectives of AFIKEPO Nutrition Programme. Significant collaboration with relevant government sectors and AFIKEPO projects as well as consultations with the Advocacy Grant Beneficiary (Save the Children, Civil Society Agriculture Network Institute of Development Studies of University of Sussex UK) will be emphasized when undertaking the tasks under the JNKE assignment.

The JNKEs will be required to work in the following specific technical areas:

  1. Curricula Review and Capacity Building of Programme Developments Agents (PDAs)
  2. District Nutrition Coordination Committee (DNCC) Capacity Development
  3. Establishment of an effective food and nutrition security information system at national and district levels
  4. Evidence Collection and Operational Research
  5. Behavioral Change Communications and Visibility

Under each of the above specified technical areas, the JNKE will support the technical assistance team (TAT) and the Senior Non-Key Experts assigned, to perform the following tasks:

  • Contribute towards concept development, strategy formulation and implementation guidelines for each area of specialization.
  • Provide hands on support on capacity needs assessments and development initiatives within the project and Afikepo programme.
  • Undertake monitoring of project activities in support of project implementation in each area of specialization, including at district and community levels.
  • Development and review of data collection systems, tools, data analysis and synthesis to contribute towards quality reports and documents.
  • Stocking taking exercise of existing materials and document review for harmonisation and providing guidance on use.
  • Stakeholder consultations and mapping (who, what, where and when (4Ws)) for specific Afikepo related interventions.
  • Organisation of training events and technical meetings including supporting preparation of presentations, process support, reporting and follow up actions.
  • Support and contribute towards identification and documentation of best practices and lessons learned, publication and dissemination.
  • Specific supportive role to the SNKE as may be necessary under the TOR for each expert.
  • General support to the TAT, DNHA and to the overall project implementation.

Duration of the assignment:

 variable working days, based on technical area in the period September 2020 – December 2022


Qualifications and skills:

– University degree in a relevant technical area mentioned above and fluency in both written and spoken English is a prerequisite;

– Knowledge of the local language is an added advantage.

General professional experience:

– At least five years of experience in the specific technical area, working at policy and/or field implementation level.

Specific professional experience:

– A minimum of three years of experience working on projects or programmes related to the technical area.
