Mining Sector Reform Expert :
General description of the position:
Evaluation expert focusing on the mining sector and institutional capacitation.
Cat. II (>6 years of experience)
Qualifications and skills required:
A First Degree level of qualification in Geology, Mining, Engineering, Economics or a related discipline
General professional experience:
At least 6 years relevant , international working experience and sound expertise in the related areas •
Specific professional experience:
A proven track record in advising Governments on investment regulations particularly in the mining sector and on public sector institutional capacity building. Good understanding and knowledge of the corporate affairs, regulatory frameworks, and trade reforms including taxation policies in the context of sub-Saharan Africa.
Fluent in written and spoken English. “Languages levels are defined for understanding, speaking and writing skills by the Common European Framework of Reference for Languages available at https://europass.cedefop.europa.eu/en/resources/ european-language-levels-cefr and shall be demonstrated by certificates or by past relevant experience.”
Minimum number of working days:
The expert will liaise with officialsfrom the World Bank country office and from the Ministry of natural Resources, Energy and Mining – specifically with the relevant partners within the Programme Management Unit. Whilst the technical team leader and operations analyst are based in Washington DC, the expert should also be able to contact them electronically if need be. Ideally, and where possible, the evaluation of this component should draw from the findings and conclusions of the Implementation Completion and Results Report issued in 2019. Any identified gaps will be addressed by liaising with the relevant partners and stakeholders
