The Department of Nutrition, HIV and AIDS (DNHA) was established in the year 2004 to spearhead the greater realization of the Government’s Leadership and commitment in the fight against Nutrition disorders, HIV and AIDS. Its overall mandate is to provide visionary guidance and strategic direction for the implementation of the national response to nutrition disorders, HIV and AIDS in the country.

WFP received funding from Irish Aid to support DNHA in re designing and updating its website. The website will be used by stakeholders at local, regional and national level about all DNHA supported priority areas that aligns with the National Multi Sector Nutrition Policy 2018-2022 and its strategic plan.  Related documents, case studies and success stories for the wider audience will be highlighted in the website.




  1. The technical consultant shall hold the responsibility to re design and update DNHA website in close coordination with DNHA, WFP and partners;
  2. The consultant shall hold overall responsibility in terms of work related to the re design and update of website as per the quality standards/requirements of DNHA and WFP;
  3. Re design the website, taking into account the requirement and standards and make it attractive;
  4. Clear catalogs & folders attractive page layout, easy to use, update and maintain flexible navigation & search function;
  5. Create HTML documents and graphics for implementation in the web and web pages should be responsive;
  6. Make recommendations for back/up restore plan;
  7. Orientation to DNHA staff on website maintenance and content update;
  8. Re design and establish secure and interactive website;
  9. Support maintenance service for 2020 and 2021;
  10. Make recommendations for software, hardware, and other back-end application related to web development;
  11. Re design and update website with new domain name;


  1. The website must have options to show analytics dashboard (number of visitors that visited the website, likes and comments, volume data exchange etc.);
  2. Provide the logical navigation plan or diagram for the website;
  3. Purchasing of domain and hosting plan for years (3 onward 2020-21-22).

Before the final selection of the individual the following will be required for the assignment:

  1. Provide technical contents for website update
  2. Provide a technical narrative proposal which includes a brief implementation plan and hardware and software requirement
  3. Provide quotation of the below information:

    1. Website pages re design and setup
    2. Related software license
  4. Provide registered user interface for easy update and maintenance on regular basis
  5. Financial proposal with budget breakup (Website re designing, domain purchasing as well as annual charges to retain domain name, software’s (If applicable), Hosting fees if not inhouse hosting, if inhouse hosting, physical server cost).


This consultancy is expected to bring a significant contribution through re designing and updating of DNHA website. The following are key deliverables:

  • Inception report
  • Project’s implementation plan
  • Wireframes (visual diagrams of website)
  • Website design mockup
  • Global security strategy (confidentiality, Integrity, Availability, Accessibility, Physical and Layer protection etc.)
  • Final prototype


Education: Bachelor’s degree in web design and development, graphic design or related field.

Experience: Minimum 5 years of relevant experience in website and or graphic designing, editorial, development and optimization

Knowlegde & Skills:   Ability to work with minimal supervision

                               Have an NTN number

                               Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy and integrity

                              Solid knowledge on web security and website hosting service

                             Demonstrate excellent interpersonal and professional skills in interacting with government staff

                             Skills in facilitating of stakeholder engagements/trainings

                             Evidence of having undertaken similar assignments

                        High level written and oral communications skills in English.

Examples of integration of consideration for gender equality could include but are not limited to ensuring government departments responsible for women are included wherever possible, gender sensitive indicators are included, emerging data is sex disaggregated, and relevant documentation related to gender is reviewed.
