Puma – Operations – Airport Depot Manager


Main Purpose:

The Aviation Depot Manager (ADM) is accountable for the complete management of the depot. This covers all operations, HR, HSSE, and maintenance of equipment. The ADM must manage the fuel storage facility and into plane activities whilst maintaining Puma Energy Operating, quality and HSSE standards.

The ADM delegates responsibilities to staff whilst maintaining full accountability/ responsibility. These responsibilities include, but are not limited to, maintenance of fixed plant, mobile into plane equipment, training, HSSE, stock control and administrative duties.

To work in partnership with the country commercial teams to maximize value derived from aviation operations and to deliver HSSE and operational excellence at depot level.


Knowledge Skills and Abilities, Key Responsibilities:

 

1.    Product Quality:

  • The Airport Depot Manager is the site ‘Product Quality Officer’ responsible for the quality of aviation fuels dispensed to aircrafts, drums or bulk movements/transfers.
  • The implementation of Puma quality control procedures and the maintenance of the satisfactory quality control documentation on fixed equipment and into plane equipment.
  • To ensure that only the correct grades of fuel are received into storage and that each receipt is covered by a satisfactory release certificate with the correct supporting documentation.
  • To ensure that the product release documentation is prepared and signed and that the necessary quality checks are performed and recorded prior to the release of product and that the appropriate batch numbers are assigned.
  • To raise product quality issues with the country aviation operations manager for escalation / resolution.
  • To liaise with Assistant Aviation Operations Coordinators to ensure midstream supply terminals are inspected in accordance with EI / JIG 1530.

2.    Operations Management

  • The Airport Depot Manager is accountable for the complete management of the airport and where applicable, the into plane services. This covers all operations, HR, maintenance of equipment (inspection and testing, particularly the firefighting systems) and HSSE activities within the depot and airport aprons in accordance with the Puma standards (including JIG 1 and 2 and where appropriate ATA 103).
  • Responsible for all the administrative duties in the depot covering sales, stock management, overtime, petty cash record keeping, data capturing and performing routine checks to ensure accuracy of these tasks when performed by depot staff.
  • Application of MOC in accordance with the SAPS procedures.
  • Where JVs exist – to ensure that JV core principles are implemented.
  • To ensure that airside operations are conducted in accordance with airport regulations thus ensuring that Puma License to Operate remains intact.
  • Optimizing the efficiency of the operation
  • Ensure that Puma Aviation Document Management System is implemented and status reports are in place.
  • Performing emergency drills with the airport fire department and emergency services.
  • Ensuring that the emergency procedures manual is kept up to date and to conduct test drills at regular intervals with country HSSE managers.
  • To carry out live fire-fighting training in conjunction with local / airport fire departments
  • Incident and accident investigation and reporting is a key role.
  • In conjunction with the country / Regional Operations Manager, conduct / update the business risk assessment.
  • Assisting with the compiling of Capital and Revenue Budget proposals for the Depot and implementing and controlling the Revenue budget.
  • Accountable for communicating stock requirements, taking into account any changes in demand patterns.
  • Accountable for the stock control at the airport and being able to identify trends, irregularities and implementing remedial action.
  • Represents the company on all local Operating and Safety Committees as scheduled by the Local Airport Authority.

3.    People Management

  • Set high personal standards and lead by example and demonstrate commitment to building a motivated workforce.
  • Ensure that there are adequate resources to operate and maintain the site. This includes the preparation of shift and leave rosters. To ensure the most efficient use of depot personnel.
  • To recruit, train and coach staff to develop a highly skilled team dedicated to ‘getting it right and keeping it right’ first time and every time.
  • Ensure that all staff are competent to carry out duties by performing routine task observations and providing the necessary additional training where required.
  • Manage industrial relations and disciplinary procedures in accordance with company procedures.
  • Take an active interest in all staff’s wellbeing and ensure that they are physically and mentally fit to carry out their duties and if not then seek ways of facilitating a recovery.
  • Implementation of recommendations from various audits.
  • Where the operational needs of the airport dictate, the ADM is a working member of the staff and will perform the tasks that would normally be assigned to his staff

4.    Aviation Equipment – Standards and Engineering Assurance

  • Ensuring that all equipment in the depot and into plane refuelling vehicles are maintained in accordance with the manufacturers specification
  • Ensure that preventive maintenance programs are in place
  • Ensure that sufficient spare parts for continuity of operation are available and properly stored and that that replenishment orders are placed timeously to ensure no disruptions to operations.
  • Ensure that the necessary electrical inspections are carried out.
  • Ensure that underground pipelines are pressure tested annually and to ensure that where CP is installed the CP performance is tested in accordance with industry standards.

5.    Quality and Operational Assurance

  • To assist airline and Puma staff in performing quality and operational audits and to implement the necessary remedial action as agreed with the country Aviation Operations Manager.
  • To ensure that the Aviation Operational and Quality Document Management System is installed and operational and that status reports are sent to the country Aviation Operations Manager.
  • To ensure that recommendations arising from previous, Aviation JIG audits, IFQP audits and Puma internal audits (Geneva) are closed out.
  • The training of all staff at the site who are nominated as Product Quality Inspectors.

6.    Inventory Management

  • To ensure that product levels are maintained at a satisfactory level to accommodate customer requirements and to ensure that loss / gain performance is within acceptable limits.
  • To prepare and submit to the Country Aviation Operations Manager a weekly report on sales, bridger receipts and stock management at ambient and standard temperature.

7.    HSSE

  • To ensure that Puma SAPS system is implemented at the aviation depot
  • To ensure that accident and incident investigation is performed in safeguard and in addition, reported to global aviation in accordance with the aviation operations manuals.
  • To ensure that the puma Aviation Emergency Procedures manual is implemented.

8.    Fixed and Mobile Plant Maintenance

The ADM is accountable for the management and maintenance of all fixed and mobile equipment on his/her site

He / she shall support the Line Management e.g. Country Aviation Operations Manager, Maintenance Manager and the Supervisor to discharge their responsibilities with regards to Fixed and Mobile Plant Maintenance by undertaking the following at site level:

  • Supporting the serviceability and preventative maintenance plans and schedules are in place for all equipment and assist in these are current and monitored.
  • Ensuring that the fixed and mobile assets on site are appropriate for the level of business and fit for purpose and escalate through the line any areas of concern
  • Being accountable for ensuring that sufficient spare-parts for continuity of operation are available and properly stored, and that replenishment orders are made whilst paying due regard to lead times.

9.    Cost Management

  • To monitor operational expenditure on a continuous basis to ensure efficiency of operation and to reduce operational expenditure at every opportunity.
  • To prepare annual Opex
  •  and Capex budgets for submission to the country / regional Aviation Operations manager

10. Training

  • To ensure that all staff are trained in accordance with the Puma Aviation training manual. For depot and into – plane operations.
  • To ensure that the training register is kept up to date and is signed off by both trainer and trainee.

11.     General

  • To ensure that depot lease agreements and concession agreements for the airport are retained on file.

12.     Requirements

  • A recognized degree in Mechanical engineering or at least 3 years’ experience in a managerial position
