Quality improvement Officer

The Elizabeth Glaser Paediatric AIDS Foundation (EGPAF) is a recognized global leader in the fight against HIV/AIDS.  In its work to eliminate paediatric AIDS through research, advocacy, and prevention and treatment programs, EGPAF currently supports national, district, and local governments, facilities, communities, and non-governmental partners. In 2020, EGPAF’s global footprint spans 17 countries.  EGPAF supports service provision for comprehensive HIV care, treatment and prevention programs, and health systems strengthening. To date, EGPAF has supported over 15,000 sites to offer HIV counselling, prevention, diagnosis, and treatment services alongside high-quality family health care.

EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements evidence?based HIV prevention, care and treatment interventions in 151 health facilities in nine districts through EGPAF’s U.S. President’s Emergency Plan for AIDS Relief/U.S. Centers for Disease Control and Prevention (PEPFAR/CDC) ?funded Achieving HIV Epidemic Control through Scaling Up Quality Testing, Care and Treatment in Malawi.

EGPAF seeks to fill the following open positions:

Position          : 

Quality Improvement Officer

Reports to      : Quality Improvement Technical Advisor

Position Summary:

The Quality Improvement Officer will be responsible for the provision of direct quality improvement support to the hub and spoke facilities in implementing quality Advanced HIV Disease program through the use of quality improvement principles and methodologies. S/he will have the responsibility of supporting, coordinating and providing technical expertise for the implementation of high-quality QI initiative in the project districts.

The Essential Duties and Responsibilities will include but not limited to;

  • Support the districts and health facilities to maintain quality improvement programs for improving the quality of service delivery of advanced HIV disease program
  • Develop districts quality improvement plans and programs targeting facilities with great need of support
  • Working with the district’s health management teams, health facility staff and EGPAF Technical Officers, facilitate formulation of functional Quality Improvement teams which have ongoing scheduled meeting and measurable QI projects.
  • Assist health facilities and districts with initiation of QI projects according to identified gaps.
  • Develop and monitor quality improvement indicators, carry out regular performance measurement at sites, oversee QI data collection, analyses QI data provide QI feedback to side staff and improve site performance based on the analysis and assessments indicators.
  • Ensure regular quality improvement meetings take place at site level with the program officer and district staff responsible in attendance (reviewing data, flow charts and setting/following on action plans)
  • Working with DTOs and SI&E/QI Officers to ensure that facility staff are conducting monthly QI meetings and have updated QI data dash boards
  • On-site training and mentorship of health facility staff on quality improvement methods.
  • Ensure successful documentation and dissemination of QI information
  • Perform other duties as assigned by the quality Improvement advisor.
  • Aggregate facility reports and produce quarterly QI facility performance
  • Lead development of EGPAF Malawi Quality Management plans, monitoring and evaluation tools that reflect the priorities of the Ministry of Health of Malawi
  • Upload quality improvement projects for each facility in the PowerApps based QI application

Knowledge, skills and abilities

  • Ability to work well independently and within a team
  • Prior experience implementing quality improvement programs desirable.
  • Comfortable working independently and developing new procedures and systems.
  • Experience in developing and conducting trainings is desirable.
  • Knowledge and experience in HIV and care, preference for clinical or nursing working experience.
  • Experience with the public health care system in Malawi.
  • Good interpersonal and strong analytical skills
  • Must be willing to travel within Malawi.
  • Power Bi use and experience an added advantage
  • Prior experience in documenting success stories

Required Qualifications

  • Advanced Diploma or Degree in clinical medicine or nursing (or proven equivalent experience).
  • A degree in public health, epidemiology or social sciences with at least 4 years of experience in Quality Improvement within Health Sector preferable PEPFAR funded Projects
  • Certification in Quality Improvement implementation methods
  • Excellent English language, oral and written communication skills; strong organizational and interpersonal skills.
  • Experience with CDC/PEPFAR-funded projects desirable
