Project Overview and Role:
The Malawi Trade and Investment Programme (MTIP) is an upcoming programme funded by FCDO which aims to accelerate inclusive economic growth in Malawi. The Value Chain component of MTIP will contribute to this vision by facilitating investment and innovations across high value export agriculture markets – leading to increased productivity (volumes), quality and sales across select sectors.
Palladium seeks to recruit a vibrant and experienced market systems/private sector development specialist to provide technical leadership, guidance and oversight in the design, implementation, and management of innovative interventions in the targeted agricultural markets. S/he will be accountable for the successful implementation of MTIP through the effective leadership and management of the core team and external resources, and coordination with other MTIP’s components. The Team Leader position will be integral to achieving MTIP targets and deliver the greatest possible impact.
Primary Duties and Responsibilities
Lead the overall leadership of the programme as part of the management team
Provide technical leadership and guidance to the team to ensure the ongoing professional development of implementation staff, particularly in relation to business consulting skills, deal-making and the application of the market systems development approach
Market development and implementation
Guide the development and review of market/sector/value chain level strategies
Support in identifying potential new opportunities and drive forward innovative ideas
Guide intervention conceptualisation, design, adaptation, and scale-up in response to changing market realities
Effectively oversee the delivery of implementation activities in line with market/intervention strategies and results chains as well as programme strategy and milestones
Lead the preparation of strategic, technical and operational plans and budgets; staffing plans; performance management and other planning activities as required
Monitor implementation progress; work to resolve issues, manage and mitigate risk; and escalates material issues and risks as appropriate
Actively contribute to the development of budgets, forecasts, variance analysis and any other operations and finance related tasks
Performance Management, Training & Mentoring
Lead, manage, motivate and coach programme staff
Contribute to training needs assessment of the team, developing and implementing performance improvement plans and on-the-job-training where appropriate
Monitoring, Evidence & Learning and Reporting
Use the programme’s Monitoring and Result Measurement data to guide the review of programme progress and inform strategy adaptation
Lead the regular progress reporting and communications, promoting learning across the team and MTIP’s components as well as broader stakeholders;
Actively coordinate and foster collaboration with other MTIP components to ensure the programme’s activities are synergistic
Develop and manage effective working relationships with key stakeholders; participate in multi- stakeholder platforms (including other donor’s funded initiatives) on programme’s strategic approach, focus, achievements, and lessons
Ensure cross-cutting elements (including women’s economic empowerment, social inclusion and climate change) are incorporated throughout the programme lifecycle, and proactively inform the programme strategy
The team leader must have knowledge and expertise in the areas outlined below and be able to provide overall leadership and manage the core team.
Proven leadership skills, with significant expertise in leading similar programmes in contexts similar to Malawi;
Understanding of value chains/market systems development, especially working in high value agricultural value chains that have grown and restructured towards exports;
Proven experience in Gender Equality and Social Inclusion, and Women’s Economic Empowerment and other cross-cutting issues, including Climate Change;
Understanding of monitoring tools and processes that support learning and adaptive management;
Capacity and influence to convene stakeholders and shape national policy implementation;
Ability to oversee the measure and communication of robust results and impact and to hold their team and downstream partners accountable for good and timely performance, management of fiduciary risk and VfM;
Some experience in investment promotion and/or trade facilitation would also be useful to strengthen linkages with other MTIP pillars.
Familiarity with FCDO’s strategies, priorities and working practices as they apply both in Malawi and more broadly;
